Minutes of Bathley Parish Council Meeting 12th July 2017 @ 8pm

Approval Of Minutes:
Approval of minutes of 3rd May 2017: The minutes were agreed as a true record. Proposed JH, seconded DH

Planning applications:  The planning application 17/01156/FUL at The Hollies were viewed and discussed.  The householder has applied to form a new vehicular access and drive on to Cogley Lane.  Residents of Cogley Lane were concerned about increased hazards turning onto Main Street from Cogley Lane as there is a blind spot and a sharp bend.  The plans also omitted an existing access almost opposite the proposed access.  BL and SS advised that if Cogley Lane is a designated footpath then vehicular access would not be possible.  BL advised clerk to find out the status of the lane and gave the contact details of council member to speak to.  Mr & Mrs White also agreed to find out the status of the lane.  The council unanimously objected to the proposal.

Bus Service:  Councillors discussed the bus service and agreed that it has been successful.  There have had to be some adjustments to the timetable as connections to other services were being missed.  It was noted that Norwell PC had agreed to give up one of their stops at Norwell Woodhouse which has facilitated a new timetable.  Councillors thanked Norwell PC and clerk to write to Dave Ward to thank him personally.

BL left the meeting at 8.40pm.

Dog Bins:  Councillors discussed the option of getting another bin.  It was agreed that, at the moment, there are sufficient bins and the matter would be monitored and discussed again at next meeting.

Transparency code:  Clerk advised that there is further funding for website or web page creation in order to comply with the transparency code.  Clerk has been unable to contact anyone at NSDC to discuss costs for hosting a web page but will continue to try.

Minerals:  BC advised the council that following a meeting of County Councillors the Local Minerals Plan as it stands has been thrown out and the public Examination that was due to take place in June was cancelled.  This gives us more breathing space but leaves the possibility that without a Local Minerals Plan, other parties could put in an application for sand and gravel extraction.  This was noted. SS and BL were thanked for their contributions at County level.  BC will continue to monitor the situation if further PAGE meetings are called.

Financial Matters:  Approval of Annual Return for the year ended 31 March 2017.  The completed annual return and accounts were viewed by Councillors and Section 2 – Accounting statements 2016/7 for Bathley Parish Council were approved and signed.  Proposed HH, seconded JH

General Correspondence:  Details of the following had been forwarded to the councillors and were noted at the meeting;  National Plant Monitoring Scheme, Playground funding, Cemetary training, Shaping GP’s services survey, Engaging with your NHS flyer, Tour of Britain information, Marie Curie Tea Party.  Flyers will be put on the noticeboard as required.

AOB:  SS advised the council that she has attended a meeting regarding the level crossings at Newark.  Network Rail has highlighted a number of problems with local crossings that are controlled from Derby.  They are in agreement that a large amount of work needs to be done to improve the crossing services and SS will report back to the council after further meetings.

SS gave the council a thank you card in appreciation of the flowers that we sent to thank her for all her hard work.

JH advised that the new noticeboard is being built and should be ready at the end of July or beginning of August.
